BACKGROUND
The U.S. Agency for International Development awarded MSH’s center for pharmaceutical management a five-year cooperative agreement to implement the USAID/Strengthening Supply Chain Activity (SSCS). The mandate of the SSCS Activity is to improve the availability, affordability, access, and appropriate use of essential medicines and health supplies (EMHS) including reproductive health, maternal, newborn child and adolescent health (RMNCAH), and HIV/AIDS commodities.
The Ministry of Health (MoH) through the Uganda National Expanded Program on Immunization (UNEPI) coordinates the immunization program in the country. Following the outbreak of Coronavirus disease (COVID-19) a public health emergency of international concern, Uganda adopted various measures to combat the disease including vaccination and strict adherence to standard operating procedures to contain the pandemic. As a result, Uganda has continued to provide various safe and effective vaccine types. These different COVID-19 vaccine types have varying and sometimes highly stringent logistics management requirements hence the need for critical supply chain monitoring.
As part of its support to strengthening supply chain response for COVID-19 vaccines, the SSCS Activity is looking out for a Technical Officer – to coordinate and provide technical assistance to ensure optimal functionality of the national level COVID-19 vaccines supply chain in collaboration with all national stakeholders working with the UNEPI supply chain team.

MAIN PURPOSE OF JOB
The position holder will work in tandem with UNEPI logistics team to ensure vaccine commodity security and supply chain data visibility at the national level. He/she will support vaccine planning, stock status monitoring, tracking, and accountability according to the MoH stipulated standards; support capacity building for health workers in the vaccine supply chain; and assist in reporting and data sharing.

MAIN DUTIES AND RESPONSIBILITIES
Project support - 20%
• Support the design, testing, and rollout of innovative interventions to ensure COVID-19 vaccine commodity security.
• Participate in the development of required SOPs, guidelines tools, training plans, and training materials for implementing a robust COVID-19 vaccine supply chain
• Perform any other duties as may be assigned.
Technical support - 60%
• Provide technical assistance to national level COVID-19 vaccines and related supplies quantification and procurement planning
• Participate in routine analytics to facilitate decision making by various COVID-19 vaccine national level committees including the logistics sub-committee
• Participate in developing COVID-19 vaccine distribution plans for the various vaccine types.
• Participate in the review of COVID-19 vaccine stock allocations at the National level and consolidate vaccine stock accountability for every consignment
• Participate in the mentorship of health care workers on vaccine supply chain-related aspects
• Participate in MoH support supervision and mentorship activities to assess COVID-19 vaccine program implementation at all levels
• Assist in monitoring, reporting, tracking, and tracing of COVID 19 vaccine movement and associated supplies.
Stakeholder Engagement - 20%
• Participate in meetings with the Ministry of Health, USG agencies, and other stakeholders on the implementation of COVID-19 vaccines roll out and scale-up.
• As may be required support UNEPI with national stock status monitoring and tracking of all other childhood vaccines to inform effective deployment and minimize wastage

Required: A degree in Health Sciences including Pharmacy, Supply Chain or related field.
Preferred: Training or certification in cold chain logistics would be an added advantage
Required minimum experience:
• Minimum 3-5 years’ experience in the health sector supply chain management systems including quantification of health commodities
• Demonstrated stakeholder management skills
Preferred: Familiarity with Uganda’s vaccine supply chain system and pharmaceutical/logistics management in emergency settings


Knowledge and skills
• Demonstrated skills in Microsoft Office Suite applications and data analytics packages.
• Capacity building/training knowledge and skills.
• Demonstrated interpersonal communication skills, team player, and good appreciation and dealing with team diversity.
• Demonstrated excellent English language skills (both written and oral) with the ability to make presentations and effectively write reports.

• Physical demands: Must be available for travel within Uganda
