Job Details:

The Senior M&E Associate provides monitoring and evaluation technical assistance for COVID-19 including support to data management and routine vaccination supply chain data analytics to UNEPI/Department of Pharmaceuticals and Natural Medicines. The Senior M&E Associate leads routine vaccine data quality assessments and supportive supervisions to improve data quality. The position contributes to building capacity of local counterparts and partners around data use, including enhancing their capacity to interpret data and leverage data visualization from digital technologies; he or she will participate in national initiatives on digital technologies to improve data visualization.

MAIN DUTIES AND RESPONSIBILITIES
1. M & E
• Provide technical support on all aspects related to data management, analysis, monitoring, evaluation and reporting for Public Health Emergency including COVID-19 response supply chain
• Develop M&E tools, platforms and processes for real-time monitoring
• Support the development of an M&E strategy for public health emergency response including the Covid-19 vaccination rollout plan, including detailed M&E workplan, with targets and performance measurements based on national and global requirements and frameworks, including of donors
• Support and facilitate relevant M&E trainings at national and sub-national levels with Government and partners
• Ensure data quality through established routine data quality assessment protocol (RDQAs).
2. Capacity Building
• Strengthen capacity of MOH staff in public health emergency data management and analytics.
• Support the progressive transition of M&E reporting activities listed above to the MOH and its departments
• Support the development of internal, local counterparts and partners’ staff capacity for M&E and data collection systems by supporting the design and implementation of trainings, coaching, mentoring and provision of technical support
3. Reporting
• Submit monthly and quarterly reports to the MOH, project Headquarters and USAID.
• Provide written narrative descriptions to accompany reports and assess the program status.
4. System Support
• Provide back-up support to the Senior M&E Advisor on existing PHE systems
• Support national initiatives on digital technologies to improve data visualization. This entails supporting the design and testing of new visualization as well as enhancement of existing ones such as in EPIVAC for COVID vaccination reporting


Education.
Bachelor’s degree in Statistics, Quantitative Economics, Information Technology, Population Studies, Demography and other relevant fields . Master's degree preferred.

Experience Knowledge and skills
• At least Three (3) years of experience working in monitoring and evaluation with managing data analysis, data use, and data quality activities in health.
• Strong experience in the establishment of reporting systems using databases, dashboard reporting and/or information system management.
• Work experience in reporting of health emergency response programs is a strong asset.
• Prior experience of involvement in any activities related to COVID-19 or Ebola response and/or reporting is desirable.
• Experience in maternal and child health, HIV/AIDS, Tuberculosis or malaria programs would also be an added advantage.
• Previous experience working on USAID-funded projects is preferred.
• Demonstrated ability in data analysis and data use in health
• Familiarity and good experience with national DHIS2/HMIS reporting
• Strong analytical and computer skills including data analytics, especially Ms Excel, STATA, Power BI etc
• Strong skills in data cleaning, including removing corrupted data and fixing errors and related problems
• Familiarity or experience with Uganda's health system is preferred
• Demonstrated excellence in management, leadership, decision-making, and interpersonal skills.
• Strong work ethic and ability to collaborate with a wide range of individuals from diverse backgrounds.
• Must be willing to travel within the country, as appropriate and allowed.

Competencies
Excellent written and oral communication skills both in local languages and English. Ability to deliver presentations at high-level meetings. Excellent interpersonal skills; demonstrated ability to interact professionally with culturally diverse staff.
