Job Details:
The Makerere University School of Public Health Monitoring and Evaluation Technical Support (Mak SPH-METS) Program is a five-year (2020-2025) CDC funded Cooperative Agreement. The MakSPH-METS program emerged out of the growing recognition of the importance of evidence-based decision making for an AIDS Free Generation in Uganda. The overall purpose of the Program is to establish coordinated and effective national and district systems for the management of strategic information for a robust HIV response.
Job Title: Data Scientist (2 Positions)
Reports to: Senior Technical Officer – Data Science and Informatics
Position Summary:
The Data Scientist will need to be adept at using large data sets, using a variety of data tools, building, and implementing models, using/creating algorithms and creating/running simulations. The post holder is responsible for mining and analysing data and ensure the accuracy of data sources and data gathering techniques.
Responsibilities
• Work with all METS program areas/units to identify opportunities for leveraging organizational and national data to inform programming.
• Provide statistical and analytics support to all program areas across METS.
• Conduct trainings, mentorship and coaching in data analytics for staff and stakeholders. Particularly stakeholders within Ministry of Health and other associated organs of the government of Uganda.
• Mine and analyze data from the various systems and/or databases to provide information for reporting, guide improvement of implementation, strategies, and donor priorities.
• Identify and develop thematically aligned/consistent data sets from the various health information systems and databases available across the health sector.
• Assess the effectiveness and accuracy of data sources and data gathering techniques and provide guidance to all users.
• Develop custom data models and algorithms to apply to data sets.
• Coordinate with different program teams to conduct required analytics and support the various reporting requirements.
• Develop processes and tools to monitor and analyze performance and data accuracy.
Qualifications and Experience
• Bachelor’s Degree in any of the following: Computer Science, Software Engineering, Statistics, Mathematics, or a related subject
• Advanced degree in Health Informatics, Epidemiology or Public Health is an added advantage
• Knowledge and experience of public health systems in Uganda is highly desirable
Knowledge and Skills
• Demonstrable ability at designing or managing medium to large database systems. Experience with PostgreSQL, Oracle, MS SQL Server, or MySQL is highly desirable.
• Knowledge and experience of OLAP and data warehousing methodologies.
• Knowledge and skill with popular analytic or statistical programming languages e.g., Python/Pandas, R, MATLAB
• Knowledge and skill with modern analytic tools/frameworks e.g., PowerBI, Tableau is highly desirable
• Demonstrable experience using multiple software tools to clean, restructure and analyse data repositories to produce high-quality summarised analysis and suitable visualisations.
• Advanced knowledge of MS Office productivity suite. Particularly the use of MS Excel and PowerPoint to prepare and present analytic results and findings.
• Good oral and written communications skills.
