PEAS (www.peas.org.uk) is a fast-growing charity with a mission to ‘expand access to sustainably delivered quality secondary education across Africa’. We run the fastest growing network of sustainably financed secondary schools in Africa.
At PEAS, we are passionate about delivering quality education at a low cost, so that we can educate the poorest rural communities in Uganda and replicate our model across other communities. We work closely with the Ugandan Ministry of Education (MOE) helping to achieve their national goals and have partnered with the MOE department to build an exemplary network of secondary schools in Uganda through our Inspect and Improve programme.
PEAS Uganda have achieved great things over the last 13 years, and we know we can achieve even more in the next 13 years. Building on the solid foundations of our programme, we want to grow our impact in our own secondary school network and beyond.
Our ambition is to be true exemplars of quality education, and to drive improvements across the Ugandan education system. We are now looking for a Monitoring, Evaluation and Learning (MEL) officer to join us on this exciting and challenging journey to make our ambition a reality.

The Opportunity.
As Monitoring, Evaluation, and Learning Officer, you will be carryout monitoring, evaluation and learning activities including data collection and support reporting on project outcomes for fulfilling PEAS MEL objectives in two key areas of PEAS Uganda’s work: improving our own school network and delivering our system strengthening technical assistance programmes to non-PEAS schools. This is a new and exciting role as we seek to grow our impact both in our own secondary school network and beyond.
The core focus of this role will be to support effective measurement of performance in Access, Quality and Sustainability across the PEAS Uganda School Network. This role will also support data collection, consolidation and analyses of monitoring data and draft reports, Support in specific research activities, and conduct regular Data Quality Assessment (DQA).

Job Summary
The MEL officer will support the MEL & Data Specialist in delivering a data driven approach to organizational management and will report directly to the MEL & Data Specialist for PEAS Uganda. You will be part of a hard- working, growing and highly effective team who support one another to achieve impact. In this role, you will directly work with the wider team, including School Support Officers and Inspection
Officers will also be supporting achievement of MEL objectives. You’ll work with the team to deliver PEAS Uganda MEL objectives as well as working collaboratively across departments, offices and externally.

Roles and responsibilities
Support Establishment of MEL framework, workplans, and tools
• Assist with establishing and effective monitoring and evaluation system for Uganda PEAS Network.
• Work with team members to refine/ develop and pilot MEL tools to ensure necessary data is being collected.
• Participate in training of central office staff, and school staff, in MEL objectives, processes, and use of MEL tools

Assist in data collection systems and processes
• Together with the MEL and Data Specialist, oversee collection of data in PEAS schools and partner schools through a supportive approach, follow-up on any data gaps.
• Participate in data collection exercises including through onsite visits when needed
• Ensure all staff and partners are aware of responsibilities in terms of collecting and retaining Means of Verification for MEL reporting processes.
• Support with data entry where necessary

Use of Technology to support MEL systems
• Support schools, including through conducting trainings, to effectively use School Tool+ (PEAS’ School Information Management System), including entering data and generating reports
• Together with MEL & Data specialist, train school staff and country office use of technology in data collection, for example through handheld devices.

Supporting use of data and results to aid learning and decision making
• Support School Leaders in understanding how to use data to make decisions about their schools and how to best support students, including vulnerable girls
• Train School Support Officers to also support School Leaders in the above.
• Support provision of data and analysis in relation to PEAS strategic ambitions.
• With Uganda country office team, and independently, conduct data analysis and identify key findings to share with colleagues.

Quality Assurance to ensure validity, reliability, and integrity of data gathered
• Conduct onsite spot checks as quality assurance of data being reported by schools
• Conduct data cleaning and check data for consistency and accuracy using tools such as Excel and Kobo Toolkit
• Provide constructive feedback to staff and schools to ensure continuous learning and improvement


Who we are looking for?
Essential Criteria
The candidate Has:
• Minimum of a degree from a recognised university with a postgraduate in Monitoring and evaluation.
• Experience working for/with international NGOs especially in the Education sector involving government Education Ministries.
• 2+ years demonstrated experience in working in Monitoring, Evaluation, and Learning roles
• Proven track record of improving MEL systems in low resource settings
• Analytical skills including analysis of both quantitative and qualitative data and problem skills solving
• Excellent skills in Ms Excel
• Experience in managing data collection activities
• Experience in developing approaches to monitoring impact on marginalised groups, such as vulnerable girls, children with Special Educational Needs, those living below the poverty line.

Can:
• Organise and support delivery of MEL training sessions for non-M&E technical staff engaged in MEL activities.
• Engage with, interpret, and understand school/education performance data
• Confidently communicate clearly and concisely verbally and in written form.

Desirable criteria
• Degree in Statistics or other relevant subject area
• Experience overseeing the development and implantation of MEL funded by institutional or bi-lateral donors (ideally FCDO, USAID.)
• Experience in working in MEL in relation to education in Uganda.
• In-depth knowledge of rural context in Uganda and community dynamics.
• Experience in using data analysis software such as ‘R’
