Uganda Climate Smart Jobs Programme (CSJP)
The Climate
Smart Jobs Programme is a UK FCDO (Foreign and Commonwealth Development Office) funded programme aimed at
supporting the growth of Ugandan agribusinesses to create at least
130,000 jobs and support 195,000
people in Uganda
to better cope with the effects of climate change. This programme will support firms
to grow and be immediately more resilient to climate change and reduce their emissions; provide demand-led farming,
technical and managerial skills, which
currently prevent agribusinesses from taking advantage of the large external
demand for agricultural products.
The Role
The role of the Agriculture
Enabling Environment/Political Economy Lead will be to draw on understanding of the institutional and
policy environment to inform the design of sustainable and inclusive interventions. This will include
identifying barriers and incentives to establishing successful and productive relationships between
different market systems actors. The Enabling
Environment/Political Economy Lead will play an important role in behaviour
change management of key market
systems actors to support inclusive growth within identified value chains, and
the creation of quality jobs for
youth and women in particular. The
Lead will work closely with the Partnerships
team to inform the design of interventions and ensure that adaptive
management of the programme pivots
strongly to contextual dynamics. The Lead will be part of CSJP’s technical
support team and will report
to the Team Lead.
The location of the position
is Kampala as the client has the expectation that the project will be managed through a country-based office.
Given the prolonged COVID-19 situation, some flexibility on the requirement of being based in
Kampala from the beginning of CSJP is foreseen. The project is expected to start in March 2022. We are
looking for individuals who have a passion to make a difference in the lives of people around the world.
Responsibilities include:
- Conduct political economy analysis during inception to inform the programme’s approach and design of implementation phase
- Provide ongoing political economy analysis to inform and strengthen partnerships between market systems actors as well as support adaptive management of the programme
- Work closely with the Team Lead to liaise at an institutional level, reducing barriers and facilitating successful implementation of CSJP
- Work with the MREL team to contribute to monitoring and evaluation of key project metrics, participate in learning activities and reflection sessions, and contribute to writing technical reports and project highlights as needed
- Bachelors
or Master's degree in relevant field, or equivalent combination of education and work experience, is preferred.
- Minimum of 8 years of experience working in agricultural market systems development in Uganda or other African countries
- Experience conducting political economy analysis or similar analysis
- Experience of policy development in a relevant area, either within government or outside, is preferred
- Strong writing and communications abilities
