Project Overview:
University Research Co., LLC (URC) is implementing the USAID’s Regional Health Integration to Enhance Services in East Central Uganda Activity (USAID’s RHITES EC). The purpose of this project is to support the implementation of a comprehensive, integrated investment in regional health, HIV/AIDS and nutrition assistance. This activity targets 12 districts in East-Central Uganda with an estimated total population of 4.1 million through a district-based integrated package of quality health, HIV/AIDS, nutrition, and child development services. URC is seeking a qualified candidate to fill the position.

Job purpose:
The Technical Advisor -Nutrition and WASH interventions provides strategic and technical direction to nutrition and WASH programming and is responsible for the development and implementation of the RHITES EC facility and community-based nutrition and WASH Interventions. The incumbent will oversee and monitor interventions that strengthen health system capacity to deliver essential nutrition and WASH services and provide appropriate support to vulnerable groups. S/he will liaise with the nutrition division of the Ministry of Health, District and lower government Nutrition Coordination Committees as well as District health teams to establish and/ or strengthen healthcare facilities and community capacity for management of moderate and severe malnutrition, as well as promotion of appropriate nutrition and WASH practices and behaviors with a focus on vulnerable groups.

Specific Responsibilities:
a. Nutrition
• Participate in RHITES EC periodic evidence-based work planning and development of implementation strategies and activities for nutrition.
• Participate in development of nutrition training packages at national and sub-national level, training and mentorship of various services providers at community and health facility levels.
• Provide technical support to MOH nutrition TWG, District Health Teams and Health Facilities in development of guidelines, SOPs, protocols and dissemination of packages (protocols, guidelines, SOPs and related materials) for nutrition capacity building and support.
• Provide technical support to nutrition governance through establishing and/or strengthening capacity of nutrition coordination committees (NCC).
• Strengthen/establish community-based rehabilitation of malnourished children and promotion of essential nutrition actions (ENAs) targeting the first 1,000 days of life.
• Work with the regional referral nutritionist, district nutritionists, district nutrition focal persons, the DHMTs and health in-charges to:
•  Develop a system for planning and management of nutrition supplies, equipment and tools and ensure timely ordering and delivery;
•  Ensure adherence to guidelines and protocols for management various forms of malnutrition at facility and community levels;
•  Ensure establishment and functionality of nutrition work improvement teams as well as integration of nutrition in facility Quality Improvement approaches
• Work with MEL team to develop nutrition targets, data cleaning and write quarterly and annually reports regarding the performance of nutrition section and participate in the periodic review meeting and action planning.
• Coordinate and conduct periodic stakeholder nutrition meetings aimed at promoting collaboration, learning and adaptation (CLA) among stakeholders.
• Supervise, appraise, support and maintain a competent & motivated “nutrition unit team” through giving constructive feedback, coaching and mentoring, in accordance with the human resources manual.
• Participate in nutrition operational and conventional research by participating in proposal writing, data collection and writing of abstracts and articles for presentation or publications in line with project objectives.

• b. Water Sanitation and Hygiene (WASH)
• Participate in RHITES EC periodic evidence-based work planning and development of implementation strategies and activities for WASH.
• Participate in development of WASH training packages at national and sub-national level, training and mentorship of various services providers at community and health facility levels.
• Participate in development of WASH training packages at national and sub-regional level, and capacity building of various service providers at community and facility levels using various training approaches.
• Lead the planning, preparation and distribution of packages (protocols, guidelines, equipment and related materials) for WASH programming.
• Liaise with other project and district staff to develop, disseminate and promote appropriate WASH practices and behaviors at community and health facility level.
• Establish and maintain a program for promotion of WASH small doable actions (SDAs) at facility and community level.
• Work with district, facility and community structures to:
• Establish WASH status and develop approaches to address gaps at facility and community level
• Strengthen documentation, knowledge sharing and reporting on community and facility WASH interventions
• Identify WASH support and liaise with other stakeholders to address hardware WASH and augment facility WASH software initiatives
• Represent RHITES EC at regional, national and international WASH platforms to showcase the project work and harvest best practices for improving WASH interventions
• Participate in WASH stakeholder meetings aimed at promoting collaboration, learning and adaptation (CLA) among stakeholders


Minimum Qualifications:
• Master’s degree in nutrition, public health, health policy and administration, health sector development, public health or related field.
• A minimum of 10 years working experience in nutrition and WASH in Uganda or other developing countries.
• Demonstrated understanding of WASH, nutrition and public health policies, standards and guidelines.
• Thorough knowledge of the WASH and nutrition challenges and programs in Uganda and East Central Region.
• Demonstrated ability to design and promote innovative high impact facility and community WASH and nutrition interventions.
• Demonstrated experience of developing effective working relationships with national and sub-national stakeholders from government agencies, international organizations, private sector entities and community organizations.
• Strong advocacy and communication skills for WASH and nutrition at local, national and international levels.
• Excellent communication skills and strong inter-personal and supervisory skills, including the demonstrated ability to lead teams of technical specialists.
• Ability to work independently and with divergent team members and partners at all levels.
• Strong analytical and conceptual skills and the ability to think and plan strategically.
