Project Background
The Danish Refugee Council (DRC) is leading a consortium with Trickle Up and Community Empowerment for Rural Development (CEFORD) to deliver a 28-month Danida-funded project entitled Building Self-Reliance and Resilience in West Nile. The project aims to achieve the objective of building the self-reliance and resilience of 800 extremely poor refugees residing in Imvepi and Rhino Camp settlements as well as host community households in Madi-Okollo and Terego districts of the West Nile region of northern Uganda. The consortium will use the Graduation Approach (GA), a sequenced and time-bound series of economic and social inclusion interventions that are demonstrated to effectively support the most vulnerable households to achieve sustainable livelihoods, resulting in sustained income, asset gains, increased financial inclusion, increased self-confidence, and a trajectory out of poverty.

Overall Purpose of the Role:
Reporting to the Arua-based Area Manager (direct management) and Kampala-based Head of Program (technical management), the field-based Project Manager will be the highest-ranking field-based staff who is 100% dedicated to the project and, therefore, will be responsible for overall management and implementation of the project. The Project Manager will directly manage 1 Team Leader, 1 Economic Inclusion Advisor and 1 MEAL Specialist and will oversee the daily supervision and coordination of a team of 40 DRC staff and community mentors. The position will be charged to ensure that all project activities are comprehensively planned, implemented, monitored and adapted and will lead field-level coordination with the other consortium partners and representation with field-level stakeholders. The Project Manager will also be responsible for collaborating and coordinating with DRC’s Base Manager for Rhino Camp and Area Manager for West Nile for all support-related matters, including finance, supply chain, human resources and administration.

Management and Coordination:
• Overall responsibility for the recruitment and daily management of the West Nile-based Danida program team, including ensuring positive and collaborative working relationships in line with DRC’s Code of Conduct and assessing staff capacity to provide or recommend relevant training or coaching as needed.
• Coordinate the implementation of field-level activities, including overseeing implementation of the project according to contractual objectives, ensuring the project meets or exceeds agreed targets, annual planning and budgeting processes for the project with full accountability to DRC, project partners and Danida.
• Daily management of the Danida project office, including ensuring compliant financial operations and budgeting, administration, human resources, logistics, procurement and security in line with DRC and donor regulations.
• Represent DRC publicly at the site level, including in coordination fora with other agencies and stakeholders, and for providing the direct link in communications between DRC’s field office and the Kampala office for all matters pertaining to the Danida project.
Programming and Technical Support:
• Provide oversight of the Danida project in compliance with core graduation approach, economic recovery and protection principles and best practices, and DRC and donor regulations, while upholding rigorous project cycle management standards.
• Design and support in conducting assessments to inform project design as well as identify risks and vulnerabilities, including those related to gender, age and diversity.
• Develop concrete initiatives to respond to protection, social and economic risks experienced by the targeted populations as well as specific strategies which build upon existing assets and contribute to enhancing household-level self-reliance.
• Contribute to the strategic direction of the project and consortium through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.
• Ensure the timely and quality delivery of all organizational and project reports and staff contributions to organizational monitoring and evaluation requirements to ensure project quality, relevance and accountability.
Finance and Administration:
• Assume responsibility as primary budget holder of all DRC components of the Danida project and lead in revisions and re-alignment activities.
• Oversee and regularly update a comprehensive forecasting and budget monitoring for the Danida project.
• Collaborate regularly with the Arua and Kampala based finance teams to monitor spending and ensure the timely utilization of the grant.
• Collaborate with the Finance teams in Arua and Kampala to ensure relevant field-based records are well managed, fulfill DRC and donor requirements, and are always up-to-date for use in donor reports.
• Ensure full filed-level compliance with DRC and donor financial guidelines and policies.
Human Resources:
• Manage the West Nile-based Danida team and support respectful and positive working relationships which allow for the effective implementation of all activities. This is to be achieved through leadership, team building, day-to-day support, capacity-building and strong, generalist knowledge in all of DRC’s core sectors, including the graduation approach, economic recovery and protection.
• Lead site-level recruitment processes and ensure that relevant staffing structures are in place and are reflective of appropriate gender balance.
• Promote professional development by identifying training and capacity building opportunities and ensure staff are well versed in core graduation approach, economic recovery and protection concepts, DRC’s code of conduct, accountability, respectful dialogue with the affected populations, and prevention of sexual exploitation and abuse.
• Collaborate with the Arua and Kampala human resources department to ensure staff evaluations are conducted on a regular basis.
Supply Chain:
• Collaborate with the Supply Chain teams in Arua and Kampala to develop, maintain and monitor project procurement plans.
• Collaborate with the Supply Chain teams in Arua and Kampala to ensure relevant field-based records are well managed, fulfill DRC and donor requirements, and are always up-to-date for use in donor reports.

Experience and technical competencies: (include years of experience)
• An advanced degree in a related field, such as social sciences, economics, development or law.
• A minimum of 6 years’ experience working in international humanitarian and/or development aid, preferably with displaced populations, and with at least 2 years in program management.
• Technical expertise and experience in the graduation approach, economic recovery, or protection.
• Robust analytical and planning skills
• Demonstrable track record of meeting or exceeding programme targets, whilst maintaining technical quality
• Highly diplomatic with excellent political awareness and understanding
• High-level communications and interpersonal skills
• A demonstrated ability to build and maintain relationships with host governments, donors, partners, local organizations, and other stakeholders
• Fluent in written and spoken English

• Master’s degree in social sciences, economics, development-law, or other relevant field

• Excellent verbal and written English.
