Job Summary
USAID’s Integrated Community Agriculture and Nutrition Activity (ICAN) is USAID Uganda’s flagship resilience project, awarded in July 2018. The Activity goal is to enhance the resilience of vulnerable households in the eight districts of Kanungu, Kisoro, Rukungiri (Kigezi sub-region); Gulu, Lamwo, Nwoya (Acholi sub-region); Kaabong and Kotido (Karamoja sub-region) in Karamoja region.
The overall objective of the project is to sustainably enhance the resilience of vulnerable households in its area of operation by maximizing economic opportunities for vulnerable households, stabilizing their access to and consumption of diverse and nutritious diets and increase social capital by reinforcing relationships among formal governance systems and communities.
Position Description
The Grants and Procurement Officer will support ICAN local subcontractors, support various aspects related to ICAN small grants management and in-kind procurements, issuance, handovers, and closeout activities. This position is based in Kampala, Uganda.
Duties and Responsibilities
• Support the process of designing and writing calls for grant applications and identify channels for dissemination.
• Working with the Grants Manager, develop evaluation criteria for grant award process.
• Coordinate review and evaluation of grant applications received from the Regions.
• Participate in pre-award determination of all grant applicants.
• Document the process by which sub-grantees are selected for awards and notify applicants and other stakeholders of awarded grantees.
• Working with the Regional Teams, monitor and evaluate grantee performance: review, evaluate, and provide feedback on grantees’ monthly financial and technical reports.
• Collaborate with the Technical Leads to ensure program activities are implemented in accordance with USAID ICAN sub-purposes.
• Liaise closely with the Grants Manager, act as point of contact for the regional Finance & Grants Officers and Business development service (BDS) consultants for day-to-day grant administration.
• Work with the Grants Manager, Technical and Regional teams to oversee tracking of the grants’ pipeline and related actions for successful implementation.
• Work with the Grants Manager to conduct periodic regional-based grants training and capacity-building activities on the community grants application process.
Procurement:
• Support aspects of grants related in-kind procurements, including purchasing of goods and services for the direct project use and beneficiaries.
• Work with the Procurement Officer in the management of the procurement of goods and services, commodities, and materials for ICAN subgrantees.
• Develop procurement tracker for all ongoing and new grants-related procurements to better manage the handling of requests and transparency of ongoing purchases.
• Ensure that all procurements follow relevant USAID’ rules and regulations and Abt Associates policies and procedures.
Qualifications
• A degree in Finance/Procurement or equivalent is required.
• Four years of demonstrated experience managing grants and procurement.
• Knowledge of computer software such as MS Excel and Word.
• Ability to communicate and liaise verbally and in writing with partners/suppliers/visitors and staff, and interpret/respond clearly and effectively to verbal or written instructions
• Results-oriented, team player, and excellent interpersonal skills
Minimum Qualifications
High School Diploma + Six years of relevant experience, or Associates Degree + Four years of relevant experience, or Bachelor’s Degree
